Our Story
Association Transparency & Oversight Advisory LLC was founded after years of observing a consistent pattern: HOA board members — who collectively contribute billions of dollars annually to community funds — often have no independent resource to help them understand or scrutinize how that money is managed.
We work with boards that genuinely want to improve their financial governance and build trust with residents. Transparency benefits everyone — and we're here to help make it the standard, not the exception.
What We Stand For
We have no financial relationships with HOA management companies, vendors, or any party connected to the associations we serve. Our only obligation is to the boards and communities that engage us. This independence is non-negotiable — it is the foundation of everything we do.
We communicate findings in plain language. No jargon, no hedging, no softening of difficult truths. Board members deserve complete, honest information to make sound decisions — and that is exactly what we deliver.
Every engagement is evaluated through a single lens: does this help the board govern better? We believe that financially healthy, well-governed associations benefit everyone — and that starts with giving directors the independent support they need.

Founder & Principal Advisor
Angela Broski founded Association Transparency & Oversight Advisory (ATOA) after years of experience in accounting, financial oversight, payroll administration, tax compliance, and serving on an HOA Board of Directors.
Having worked directly with community associations and experienced the challenges volunteer board members face, Angela understands how difficult it can be to obtain independent financial guidance. ATOA was created to provide HOA boards with objective financial oversight, operational transparency, and practical recommendations that support informed decision-making.
Angela believes that every board deserves access to clear financial information, strong internal controls, and independent expertise.
ATOA accepts no referral fees, commissions, or compensation from HOA management companies, vendors, or any party affiliated with the associations we serve. We are funded entirely by the boards and communities that engage us. This is not a policy — it is a founding principle that protects every board we work with.
